About us
Ukrainian Electronic Encyclopedia of Education (UEEO) is an information resource designed to provide users with relevant and up-to-date information in the field of education and psychology. Unlike paper publications, articles presented in UEEO are not limited in terms of volume and types of information presented, provide for the presence of both external and internal hyperlinks, contain photo galleries and iconographic materials (photo documents, illustrations), multimedia content (virtual museums, 3D tours, audiobooks), video materials (documentaries and documentaries), biographical correspondence documents, have integration with social networks and calendar, support news feeds, commenting and discussion of articles and allow editing of outdated content.
Mision
The mission of the project is to design and develop during 2021–2023 an informational analytical and search reference system for the formation, systematization, unification and maintenance of the conceptual and terminological apparatus of pedagogy and psychology in an up-to-date state. The creation of such a product will allow:
- – to preserve, generalize, systematize and spread scientific knowledge about pedagogy and psychology;
- – to achieve a qualitatively new level, relevance, completeness and efficiency of meeting the information needs of scientists and educators in order to improve the quality of pedagogical and psychological research and the educational process as a whole;
- – promptly and most fully inform the national and international scientific community about the results of scientific research and development carried out and carried out in the institutions of the National Academy of Sciences of Ukraine and educational institutions of Ukraine, and the results of their implementation in educational practice;
- – to most effectively use the possibilities of modern digital technologies for the popularization of domestic pedagogical and psychological science and its integration into the European space.
Normative base
The creation of the "Ukrainian Electronic Encyclopedia of Education" (UEEO) began in 2021 and is carried out in accordance with the Priority directions (by topic) of scientific research and scientific and technical (experimental) developments of the National Academy of Pedagogical Sciences of Ukraine (NAPS of Ukraine) determined for 2018–2022 y., as well as the Resolution of the Presidium of the National Academy of Sciences of Ukraine "On the approval of applied scientific research on the subject of the National Academy of Sciences of Ukraine and personnel and financial support for its implementation" dated February 1, 2021 No. 1-2/2-14. At the legislative level, the relevance of the development is confirmed by Clause 2 of Article 3 of the Law of Ukraine "On Priority Areas of Science and Technology Development" dated 02.01.22 No. 2031-IX; Decree of the Cabinet of Ministers of Ukraine dated 03.03.21 No. 167 "On the approval of the Concept of the development of digital competences and the approval of the plan of measures for its implementation"; Decree of the Cabinet of Ministers of Ukraine No. 1687 of 09.12.21 "On the approval of the plan of measures for 2021-2023 for the implementation of the Strategy for the development of the sphere of innovative activity for the period until 2030". The use of UEEO is envisaged taking into account a set of regulatory documents that will determine the order of interaction of various categories of users of the UEEO platform, their rights and obligations, in particular, will regulate the procedure for resolving controversial issues regarding copyright and other forms of intellectual property (Law of Ukraine "On Copyright and related rights" No. 3792-ХІ dated 23.12.1993), the confidentiality of personal data of users (Law of Ukraine "On Protection of Personal Data" No. 2297-VI dated 01.06.2010 and General Data Protection Regulation), licensing of published content (Creative Commons (CC BY-NC-SA 4.0)), its distribution in open access (Budapest Open Access Initiative), conflict of interest and prevention of plagiarism (Committee on Publication Ethics Guidelines), etc.
Publisher
The responsible executor of the project is the "Institute of Digitalization of Education of the National Academy of Pedagogical Sciences of Ukraine" (https://iitlt.gov.ua) - a leading institution for scientific and methodological support of informatization of education and pedagogical and psychological science in in Ukraine, whose activity is aimed at conducting fundamental and applied research on the solution of actual theoretical-methodological and scientific-methodological problems of creation, implementation and application of software and technical means of learning and information and communication technologies in education. Other scientific institutions of the National Academy of Sciences and Higher Education of Ukraine, the National Academy of Sciences of Ukraine, firms and business companies can be involved in the project on a contractual basis.
The author's team
The basis of the author's team of UEEO is the scientific workers of the National Academy of Pedagogical Sciences of Ukraine. Leading specialists in the field of pedagogy and psychology, members of the joint scientific research laboratories of the National Academy of Sciences of Ukraine, scientific and scientific-pedagogical workers of Higher Education Institutions of Ukraine will be involved in writing articles, editing and filling them with new content. In the future, it is planned to attract the potential of scientists working outside Ukraine, in particular, foreign specialists in the field of pedagogy and psychology from European universities and research institutions.
Cooperation
Since UEEO contains a wide range of data and ideas in the fields of education and psychology, as well as expertly confirmed data necessary for the design and implementation of various educational programs, it can become a powerful source of information for making state decisions. Based on the above, cooperation with legislative and executive structures of various levels, bodies of state executive power and local self-government, mass media, foreign and domestic research funding funds, educational associations and research associations, national branch academies of sciences and higher education institutions is possible.
Implementation of the project
The implementation of the "Ukrainian electronic encyclopedia of education" is a multi-level process that involves solving a number of technical, organizational, regulatory and socio-psychological problems, which is implemented during the following stages:
1. Prognostic stage:
- - creation of a coordinating editorial office of the project, distribution of responsibilities, appointment of responsible persons;
- - analysis of current problems in the educational field, which will be covered by the content of UEEO, determination of the purpose, objectives of creation of UEEO and potential readership;
- - determination of thematic sections, types and volumes of encyclopedic articles to be published, criteria for the selection of slogans and compilation of the base dictionary array;
- - determination of the approximate amount of necessary technical, material and personnel resources;
- - development of the concept of the future encyclopedia and its implementation program.
2. Preparatory stage:
- - study of domestic and foreign experience of support and functioning of web-oriented encyclopedias;
- - analysis of software and technical characteristics and publicly available software;
- - selection of the optimal software platform for deploying the encyclopedia, which will satisfy the resources of the scientific institution and the requirements for use in scientific and pedagogical activities;
- - determination of requirements for the visual design of web pages, design of the general architecture of the Internet platform, determination of the main components of the resource and operations, requirements for reliability and security, expected functional features of the UEEO, navigation system;
- - development of technical terms of reference (TOR) for IT specialists.
3. Technical and technological stage:
- - choice of hosting and provider to support the work of the project;
- - installation of the Semantic MediaWiki software platform, development of web design and its layout, filling with text and graphic materials;
- - setting up the platform in accordance with the specified requirements and connecting functional modules, creating a system of categories and wiki templates,
- - registration of the site in search engines for further indexing, testing and launch.
4. Organizational stage:
- - research on the legal basis and policy of using UEEO materials, in particular regarding copyright, plagiarism prevention, archiving, indexing, open access, ethics of conducting psychological and pedagogical research, etc.;
- - development of methodological recommendations for the use of WEEE and filling the site with relevant organizational and instructional materials;
- - formation of a group of editors and reviewers responsible for individual thematic areas.
5. Practical stage:
- - registering users on the encyclopedia website and restricting their access to information;
- - conducting educational seminars and trainings on the use of UEEO, eliminating possible causes of resistance to innovation and advising users during the editorial process;
- - filling the site with content in test mode: adding new wiki pages and their editorial control;
- - improvement of the system of categories and templates.
6. Generalization stage:
- - analysis of statistical data on the use of the resource's website (using statistical modules, Google Analytics);
- - periodic monitoring of the implementation of published encyclopedic articles (citations and scientometric indicators in domestic and international scientometric and reference databases);
- - integration of UEEO with other services of the information and educational environment of the National Academy of Sciences of Ukraine.
7. A promising stage:
- - organization of storage of scientific content in open archives and its inclusion in the catalogs of leading libraries;
- - agreement on the mechanism of coordination and support of communication with the institutions of the National Academy of Sciences of Ukraine and higher education institutions;
- - popularization of the encyclopedia in social and professional electronic networks;
- - determination of directions for further development of UEEO.
Expected results
The implementation of a web-oriented educational encyclopedia will allow to collect on a single resource a significant conceptual and terminological apparatus of pedagogy and psychology, scattered in various paper and electronic sources. At the same time, it will be possible to solve the problem of prompt content updating by editing and supplementing existing articles and including new ones without the need to republish the entire content.
The creation of a modern fundamental encyclopedic resource will allow to fundamentally change the principle of users' work with an educational reference publication: by contacting the system, they will receive not only instant free access to scientific and reliable encyclopedic knowledge, but also a quick and convenient search by text, the ability to cite and exchange links to articles, copy and print the desired text, create your own selections and edit articles by other authors.
The designed encyclopedia will have a flexible and convenient system of navigation tools and cross hyperlinks, which will bring search results as close as possible to user requests. The possibility of including links to the materials of other domestic and foreign electronic resources and indexing of articles by search engines will allow visualization of an encyclopedic map of reference data.
Integration into the text of various multimedia content (virtual museums, 3D tours, audio books), photo galleries and iconographic materials (photo documents, illustrations), video materials (documentaries and documentaries) will encourage readers to deepen scientific research thanks to the visualization, completeness and accessibility of the presentation. materials in compliance with appropriate approaches to preserving the scientificity of encyclopedic content. It is also assumed that interaction with readers will reach a new level thanks to the use of such interactive technologies as messengers, social networks, chatbots, etc. An important social result will be the deepening of the processes of digital transformation of scientific and educational activities.
The open Internet platform will have a powerful effect for the continuous modernization and technological improvement of the content of education, as well as contribute to increasing its level in Ukraine and popularizing the most modern knowledge among the public The problem of providing the educational process with high-quality educational materials can be partially solved. Educational institutions will be able to use the encyclopedic resource in the educational process, in particular for the introduction of modern educational online programs, prompt updating of educational materials, conducting video lectures, etc.
The introduction of the Internet platform "Ukrainian Electronic Encyclopedia of Education" will contribute to the development and implementation of ideas and principles of open science, approval of its effective informational and procedural tools in scientific and educational practice. The use by various authors and scientific groups of the agreed core of the conceptual and terminological apparatus will increase the quality and efficiency of pedagogical and psychological research, will ensure the compatibility of their scientific results. , illustrative and multimedia materials on this topic.
This will contribute to the further development of the information and digital culture of modern scientists, expanding the range of their competences in the use of open information and reference systems for the high-quality performance of their general educational and professional tasks. At the same time, the use of UEEO will contribute to reducing the number of information objects in various encyclopedic dictionaries, handbooks, thesauruses, glossaries, compendiums, which often unjustifiably duplicate the content of the same name and significantly increase the cost of their publication and use.
